Easiest Weapon Battle Axe, poison is the way to turn off the wind

Personally i had great success using the genprey sword and shield, as kushala gets paralyzed for quite a significant amount of time, allowing easy hits on the head (breaking the head permanently turns its wind off)

Try flash bombs when it's flapping in the air.
The poison knives supplied help too. Usually takes only 4 of the 5 poison knives to poison.

the best options are: Deathprize (Gendrome sword and shield) or Poison Battleaxe (Gypceros sword and shield) because poison nullifies air wind
other options are Great Sword, Long Sword or Hammer to break the daora's head and nullify the air wind

The drop rate for Daora Claws is awful. To deal with it, I've been following this process using Titania (Dragon Element GS that you can get fairly easily prior to Kushala):
0. DECENT ARMOR (at least 100 defense, and I think(?) ice resistance if you're fighting him in the snowy mountains), 10 Potions, 10 Mega Potions, Max Potions if you really need them, 5 Flash-Bombs, Paintballs, Whetstones
1. Find Kushala
2. Carefully hit him w/ at least 3 poison throwing knives, ideally all 5 (these should be provided as Quest Supplies)
3. While he's poisoned his OBNOXIOUS wind can't activate, so take this time to wail directly on his head.
3a. You can often bait him into doing a wind blast that leaves him vulnerable, make sure to quickly turn left or right then smack his face.
3b. If he starts flying try to bring him down with a flash-bomb. You have 2 from Quest Supplies but should bring 5. Smack his head.
3c. Don't bother with barrel bombs, just hit him in the face.
3d. When he jumps backwards, he will ALWAYS do a roar that leaves him open to attack. If you hit him enough, you can make him fall to the ground for more free hits to his face. If you can get him to do it INTO a wall or a cliff, he'll sometimes get in a loop of jumping back and roaring - exploit this as much as you can.
LATER...
4. By now, one of his horns should be broken. He can no longer create a wind aura, but he can still fly and shoot. Hits to the head are best, but you can also break his wings and cut his tail (once he's below 40% health, I think).
5. Make sure to keep yourself away from 1-hit and you should be good. Sometimes he'll do nothing but fly around - tickle his feet but prioritize staying alive.
If you follow all of that you should kill him no problem! Unless I've forgotten something big, which is entirely possible. Getting rid of his wind barrier is the key to killing him with melee.

People posting overly complicated answers when the real strategy is to just not get hit, and continue to hit it until it dies.
