How do I get the village teostra and chameleos quest?

I’ve completed a lot of the blue requests and haven’t came across any red urgent requests kokoto or jumbo recently, so I don’t think requests will unlock the elder dragons. Maybe i have to complete every village quest or something else grindy and insanity inducing.
Any help or clues will be appreciated.

You need to have seen all monster cutscenes, and hunt all base species monsters.
