Just really weirded out by the telecoms that allowed the chief to talk to you but had to leave a note on the bulletin board afterwards...

Not that we have seen so far. The technology used in the MH world is mostly mechanical, powered by steam and not electricity. This way of communicating with the player has been used in most entries, mostly to deliver tutorials. After Rise's release, I've seen people claim that it happens because of the wyverians innate ability to resonate with others, but I don't think its true. The resonating thing is probably exclusive to the Kamura twins (or any other that is chosen by Narwa/Ibushi) and not something wyverians can just do by themselves.

I just started the final Lunastra battle in MH Dos, translation courtesy of BREAK ARTS

I then encountered this during the briefing by the Jumbo Village Chief at the start:
Ah, it looks like you've reached the camp
Can you still hear me there?
It's me, the Village Chief.
then he goes on talking about the hunt while hinting that when I return, he'll be something (which means he is not present at camp). I was weirded out as how can he talk to me at camp while not being there so I looked for the original japanese dialogue:
キャンプにたどり着いたみたいだな。
聞こえてるかい?
オイラだ。 村長だよ。
which is almost the exact same thing without the extra "courtesy paddings" of the english language. The second line is telling, as it was a question of "hearing" the Jumbo Village Chief

Are there voiced telecommunications tech over there? I've seen the messenger bird of the Observatory and I was of the impression that messages needed to be physically transferred
